I have my MVAT registration certificate dated 23 june 2015. I had applied for voluntary registration and paid 25,000 deposit. Technically i had to apply for refund after 3 years but before end of 4th year. Now since GST is implemented can I apply for refund now. If yes , what is the process? Is it online or offline

Is this a joke? The govt wants all processes made online yet to claim a refund of our hard earned money we have to run from pillar to post..STO tells us to fill forms like Annexure A for VAT voluntary deposit refund of which they don’t guide and asks us to contact CA..
Even the CA is not aware of such forms.Hope someone is reading this mails.
