my Client is doing transport business and welding works under single PAN (his individual PAN)

is he supposed to apply two different GST registrations?

Not to apply for two different registration as the dealer is a sole proprietor only single resignation is required.

If person is doing business in different states, then different registration is required.
But doing more than one business in single state does not required mandatory registration but he may voluntary apply for fresh registration for new business.

Sandeep in your case your client has two business verticals now if his place of business are in two different state then both the business places shall be deemed distinct person and seprate registration is required and if both are within same state then no seprate registration is required but you can apply for different registration voluntary. In my opnion it is nothing but increasing complinace cost in your case.
