in respect of Flat rented out, the Tenant is paying the monthly Maintenance charges to RWA. But the RWA is issuing the receipt in the name of Flat owner instead of Tenant who is paying the amount. Is it correct practice? What are the income tax implications for Owner & Tenant?

If the receipt for monthly maintenance payment is issued in the name of Tenant ( who pays the same to RWA) what will be the tax implications for Owner?
RWA cannot change the name of the owner. It is just who pays / for on behalf of / are recorded in the receipt. That doesn't change its status.
