Is any reservation in allotment of mining lease? and what is the time limit to provide mining lease to a single person or a company?

There is no such reservation as I know it totally depends upon Bidding/tender process. And time limit is not certain it depend upon timing and fulfillment of tender process.
Is any extra tax liability for a company, if a company gets a lease.
