Medical leave included in considering official leaves

Hello friends, if someone has taken leave of two months on medical grounds, and also approved doctor certificate is with that student... Thn those leaves are considered with other leaves of articleship or it will be considered notional leaves and avoided (as in case of leave taken for seminars/conferences).... And is it compulsary for doctor being government or not government...
