Fees paid to ROC for filling following form 23AC, 23ACA, 20B, 23B, 66 is either allowed or dissalowed

This is business expenditure..so it is allowable expenditure
I think it is dissallowed,
Can any one have comments, under what circumstances it is dissallowed
