MCA in its circular No.8 dated 4.4.2014 (copy attached) has clarified that financial statements and documents required to be attached thereto, auditors report and Board's report in respect of financial years that commenced earlier than 1.4.2014 will be governed by Companies Act 1956 and not by Companies Act 2013.

I have some queries over this issue:
Whether now the companies are required to have Compliance Report from Company Secretaries in Practice or not? From my point of View it is not as the Compliance Report is being given by Practicing CS after March 31 of every year as the CA 2013 is applicable from April 1. 2014, hence no CC is required from Company Secretary in Practice.
But if we see Board Report which says that Compliance Report is attached herewith i.e. CC is part of Board Report, in that case we require to attach the same.
So what can be the solution here.
