as per circular 98/17/2019-GST said that Input IGST set off any order or proportionate in CGST/SGST after set off OUT put IGST.
My query is this facility now available in gstr3b return make payment options.
May set off manually IGST amount in CGST/SGST after set off IGST out put

Yes , can do manually set-off , but make sure that Your IGST balance exhausted completely
