Making payment while applying for tin number

While applying for TIN for a Soleproprietorship concern, the instructions (https://tin.tin.nsdl.com/tan/form49B.html) say that the payment through debit/credit card/internet banking should be made by self.

Can an auditor make the payment for the same on behalf of his soleproprietorship client through his (Auditor's) net banking/debit/credit card?
