Quick Summary
This discussion clarifies whether freelancers providing services to foreign students and receiving payments via PayPal require mandatory GST registration. The consensus is that providing professional services, especially to clients outside your state or country, generally necessitates GST registration. It's also advised to obtain LUT certification for foreign transactions to avoid a potential 18% GST charge, with higher turnover increasing the mandatory requirement.

You are Providing Professional Services. As per GST rule whether you are providing services or supply outside your state, you must have to get GST Registration. and fir Foreign transactions get LUT certification otherwise transaction will be under Taxable 18% GST
Ya I got other opinion to that as it's an export of services, registration under gst would be mandatory.
If your turnover if higher u should take gst registration.
