No. IPCC is a Course conducted by an Autonomous Body ICAI & Mcom is a University Awarded             Post Graduate Degree, Which requires Bcom. & IPCC cannot be Considered as or as Equivalent to Graduation

ICAI has a MOU with IGNOU. You can do Bcom as well as Mcom from IGNOU which is specifically designed for ICAI students(with some exemptions). However you still need a Bachelors degree from any University to do Mcom only.
