User ID will be your PAN itself and view departments user manual to know the various options available for resetting the password - click here.
If you remember secret quetion answer, you can do it online else if you have mobile no and email accessible, you can get OTP and change it too.
The user id, is the PAN number as mentioned by Deepak, there are various proceedures you could follow to login back to the website. The easiest method would be to go to the "Forgot Password " option, and the entire proceedure there after is self explainatory.
