I have passed my CS Professional exam in August 2013 and I am yet to complete my Articleship. But as of now I cannot go for Articleship for some reasons. So I was thinking of applying for Enrolment as Licentiate. Kindly tell me once I get enrolled as licentiate, what is the time limit to get registered for Articleship and what are my powers as licentiate?

The Time Limit is i think 5 years
The letter LCS can be renewed for a period of 5 years only.
The powers here, a licentiate is allowed to access the liabrary of the ICSI and write the letter LCS with his or her name........ for this every year you have to pay Rs.1000

Copies of date of birth and graduation certificate or Foundation pass certificate duly attested by any member of the Council/Regional Council/Satellite Chapter of the Institute or any Officer of the Institute.
Does this mean I can get my docs attested by any company secretary?
No, u have to personally visit ICSI office and get the doc attested by its office bearer.
