I have input I gst-c gst-s gst but output is c +s gst. when I click on liability offset then c gst output tax set by I gst. then next return I have c gst input but S gst is payable. how to clear this issu

I have input of C gst but my c gst output is completely set off by I gst then c gst set by I gst and s gst set of by s gst.... then s gst is completly finish but c gst is available... so I have itc but I have to pey my s gst output tax... that is issue in system of liability offset.
