Liability and responsibility of assistant cs

Dear Experts,

I would like to know responsibility of position of Assistant Company Secretary.

For example,

ABC is listed company. Due to economic slowdown there is so much of non compliance in every area. The Head Company Secretary also resigned. Board strength is below the requirement. In this scenario is Assistant CS is responsible for the continuing non compliance?

Will Assistant Company Secretary be considered as a Officer in default in absence of Head CS in the company ?
