Legal formalities to start cosmetics business.
I am intended to start a new business of cosmetics (100% herbal beauty care products) in which I would manufacture and sell Face pack, Anti-dandruff Hair Oil etc.
Please let me know about the legal formalities which I should fulfill before starting my business. Right now I have a PAN card, Current Account, Website. I would sell my products in all over India through Internet. Do I need a special license from any authority or I can just start ?

You should be registered in local as well as central vat.

Get registered with shop and establishment act within your municipality. Get registered with Food and Drug Administration. I think excise shall apply here because you are manufactoring.
Hello martin, without any Registration, you cannot sell your products.
Under what name you will issue the bill to your customer.
IT WILL BE UNLAWFUL.
Intellectual property rights also apply here.
You have to get your logo registered with trademark registrar, your brand name registered with copyrights registrar, and maybe the formulae used in the products also to be registered with patent registrar.
Registration with FDA is necessary.
