If I want to build a factory in Kolkata for my use. Can i bring the raw materials(like cement, steel etc) for its building from other states by using Form "C"? And if I can, then will I have to pay any WB Vat other than paying 2%CST??

if u can get endorsement on your CST registration for aforsaid items, then u can ,
usually these items are in negetive list of industry.
What does the endorsement mean? Is it registering with Sales Tax authorities that I will be trading in this type of Goods?? And if so as I won't be reselling the materials used for construction will I be charged any extra Sales Tax?

endorsement means ..............the STO can specify that such items can be brought by the TIN holder from interstate for use in construction of factory premises,
if you can make understand the STO to do so then only u can avail it.
usually these items are in negative list unless the dealer is a trader of these products.
