Till date Registration possible only if buyer has paid tax through challan period onwards A/Y 2008-09 to A/Y 2013-14 or tds of buyer has been deducted From 1 Apr 2011 onwards. 

Now A/Y 2014-15 has been added for payment through challan

PASSWORD TO OPEN FORM 16B TDS CERTIFICATE IS DOB OF BUYER IN DDMMYYYY FORMAT.

IF There is no entry as per above explanation , CHECK THE PROCEDURE
