It is not possible to file ITR for the AY 2017-18 after paying penalty.
It can be filed only in response to a Notice u/s 142(1)(i).
Hence, wait for the notice or forget about filing.

do you have any refund to be claimed? if so, then you can apply for condonation and once condoned, you can file ITR
