Is there any Late fee on nil GSTR1 for the period June 2019

Uptil yesterday ie 17.01.2020, penalty on non filing of GSTR1 was waived off. I suppose there must be a small amount of late fee calculated starting from yeaterday ie for 1day.
Yes, late fee applicable on nil returns.
Late fee is not a basis of turnover.
