haven't filed gstr4 for two years
20-21,21-22,
is there any exemption in the penalty as per latest gst council.

Amnesty scheme has been declared but not yet notified by the Government. check on the CBIC web site.

As per Notification 2/2023 CT :
Now you can file your GSTR 4 before 30/06/2023 By paying maximum late fee for rs. 500/- per Return.
