In the recent GST council meeting, late fee for GSTR 1 and 3b has been waived of from 2017 to Jan 2020. Whether late fee of annual return 2017-18 is waived? And also any extention of due date?

Yes it was press release & recommendations, so wait for council to notify by issuing Notification.

The Press Release did not contain any information regarding waiver of Late Fees of Annual Return for FY 2017-18.

So let us wait for the Official Notification.
