i think its fall under professional or techical service, because this work is required knowledge, professional skill for translating the language.
Please correct me if i am wrong.
TDS will be applicable u/s 194C as translation results into carrying out work.
Section 194J covers certain specific professions.
If the person carrying out the translation work is covered, than section 194J is applicable.
