I am outsourcingy project to 3rd party for labour work and my client is asking me for labour compliance certificate. what should i give to my client

You do not need to issue a generic "certificate." Instead, compile a compliance package containing the contractor's labour license, proof of PF/ESI contributions, and an indemnity letter confirming that all statutory labour laws are being followed for the project.
