I want to know if the CFO could be appointed as the Company Secretary (since both are KMPs)

A person is called a Company Secretary if he has acquired a membership from Institute of Companies Secretaries of india.
So in your case he can not be appointed as a CS of the Company.
If the person has a membership of ICSI?
Then he can be appointed as a CS.
I have seen many people working as CS and Finance Controller.
