Karnataka vat rate changes from 5% to 5.5% and 14% to 4.5%

What is the rate of VAT to be charge for MS Steel PIPES and TUBEs in karnataka,

Iron & Steel will charge at 5.5%

As I know Iron and Steel comes under Declared goods under CST act, for which it clearly says that the rate should not exceed 5%.

Can anybody clarify this ?
