Whenever i am trying to download JSON file from efiling website for new offline utility size of the JSON file is showing 0kb. what to do? Please suggest...

I tried many times with the tutorial. In some cases JSON file downloaded but in some cases it is downloaded with 0 kb.

Income tax website not functioning properly and not allowing to submit ITR on portal, so wait for some time.
