Joint account transaction- tds liability

A & B own property(nearby) in their individual names. They jointly developed the said property, got government approval and sold it as plots. They incurred contract payments for laying roads, drainage contructions etc

Now the deducted TDS should be filed in the TAN of either `A or B or in both A&B??

There must have been a Memorandum of Understanding or any contract or any power of attorney to give effect to the above. Refer to those documents. Whether there was a joint venture agreement [then BOI]
