ITT for the handicapped

I am a handicapped student,looking to do IPCC in Nov.I read from the ICAI website n the IPCC prospectus that for the handicapped,ITT programme n fees are exempt,n we need to read two modules n clear test papers provided by ICAI regional office.but I called the ICAI regional office here to confirmed n they said,it is nothing like it,n I would have to do 100 hours training like general students(which is not possible for me),also they said there is no fee concession too.

can someone clarify?are the rules changed
