This is defect in utility.

After validation of ITR. 'Save Draft'  at some location.

Exit the utility.

Restart the utility, open the saved draft file. Validate the ITR (if require check under 'Preview') and submit directly from the utility ...

I had a similar issue with the ITR3 (not exporting XML at all), and my problem was that I was using the laterst version of Java (JRE 10).

I fixed the issue by uninstalling Java JRE 10 completely and installing JRE 8.

I haven't filled up any ITR 2 returns, so can't say if this is the issue, but since the IT Dept mentions compatibility with JRE 8, it could be worth a try.
