Itr utility ay 2016-17 not open

I am having java update version 8 update 51 . Inspite of this, all ITR java utility AY 2016-17 not open . Its open but form not showned. I attached screen shot for viewing. Any one having technical knowledge about this issue , please post .

i also facing same problems but didnt received any solution yet.
