Belated ITR 1 form for the FY 19-20 has been submitted without paying late fee now it is asking for everify. so can I proceed further to everify since the form has been submitted or do I have to pay late fee?

Yes late fee will be imposed since you have not e verify your return now you have to get approval from CIT under condonation of delay then only you can be verified written by paying late fees
