Yes by writing a condonation of delay
You can now file return for ay 2019-20 under condonation of delay u/s 119(2)(b) by approval from CIT
Legally it can be filed only after the application for condonation of delay is approved by CIT. But of late, a few people (as reported in CCI portal itself) were able to file ITR even in April 2021. (you may just give it a try if you want to but not sure whether even this would go thru)

You can only file the ITR after taking due condonation approval from CIT.

For SALARIED person, who had not filed his ITR due to his personal problems, now asking Rs. 10000/- late fess from 1st of April, kindly suggest me wat to do???

Yes file return by paying late fees under condonation of delay

You  Need to pay the Late Fees, as it is Mandatory. Before Filing You First take The permission from Principal CIT u/s 119(2)(b). otherwise it will not accept the return
