Quick Summary
Yes, ITR1/2/4 utilities have been released so far.
Software not allowed filing facility of ITR. Now, the only way to file return is online filing on ITD Portal.
ITR 1, 2, 4 are available
But software are not allowing filing facility
Filing facility will also be available
Sourav, here question is regarding softwares and till now no software is allowing and defilnately they will allow, but after some time. So Amey Joshi either wait for it or file through online.

Sourav is not misleading but he is replying multiple times either same reply or replying without understanding queries.
But most of times, he is replying correct.
I have tried the offline utility for ITR-2,a number of times (even today) , but failed. It is not yet started. The query was whether it is working, and you judge the quality of answer
