How to file ITR in case of a deceased person, is it necessary to have legal heir certificate besides death certificate. Kindly advise. Also the last date being 15th Sept, if missed what action need to be taken from the children of the deceased person

Yes, legal heir certificate is to be obtained from any of the specified authorities.
You can file belated return till December end with late fees.
