No you cannot file your return for AY 2015-16.
last date to file a return for ay 15-16 was 31st march 2017....

Ask AO to issue notice under section 142 (1)
Why are you so keen on filing return now??

why cannot he file belated return
u can filed it mannually but after paying penality of 5000/-
ITR for the AY 2015-16 not file because last date for filing was 31-03-2017.
