My father died in August 2020.

His income is below taxable limit. 

Do i need to file his ITR Or not. For A. Y. 2021-22.

He was registered tax payer in earlier years.

Not required file ITR
File his ITR as legal hire as sometimes you need it future even in certain cases which is not required but still
Income is below taxable limit. Hence ITR filing is not received
No need to file ITR... since it was below the Taxable limit. Though your father is a regular tax payer in his lifetime he will also has the option to not to file his ITR, if his income fall below the Taxable limit. So as a legal heir you need not to file his ITR.
It's optional not mandatory.

As you said it's optional. 

If I don't file his ITR. Will i get any notice from department for non-filling the itr. 

Check AIS and Form26AS. reconcile with his income. If below basic exemption limit you need not file.
Chances are there for non filers notices if the ITR was filed in the past
