Can ITR for AY 2017-18, be filed, with Gross Total Income below Rs. 2.50 lacs. Do assessee need to pay any late fee for it? Please advise.

You can't file return up to A.Y.2017-18 as date is over now

Yes... Not possible in normal provisions.
