The error "Invalid hash value identified, modification to ITR details outside utility is not allowed" typically occurs when the generated JSON file has been manually altered or corrupted, or if the environment used to generate it is outdated.

To resolve this issue, please follow these steps:

1. Avoid Manual Edits

Ensure you do not manually edit the generated JSON or XML file using text editors like Notepad. Any external modification changes the "hash" or digital signature of the file, which the Income Tax portal will reject to ensure data integrity.

2. Update Environment (.NET Framework)

If you are using an Excel-based utility, this error often stems from an outdated or missing .NET environment.

  • Install/Enable .NET Framework 3.5: Download and install the Microsoft .NET Framework 3.5 Service Pack 1.

  • Enable in Windows: Go to Control Panel > Programs and Features > Turn Windows features on or off. Check the box for .NET Framework 3.5 (includes .NET 2.0 and 3.0) and click OK.

  • Restart your computer after installation.

3. Use the Latest Utility

Always download the freshest version of the ITR offline utility directly from the Income Tax e-Filing portal. Using older versions or those downloaded from third-party sites can lead to schema mismatches and hash errors.

4. Check for Special Characters

Sometimes, the presence of unusual special characters (such as "" or symbols not supported by the schema) can trigger this error. If you have imported data from other software (like Tally or accounting packages), open your data in the utility, review the entries, and ensure no special characters are present in the fields.

5. Fresh Generation

If the issue persists:

  • Clear your browser's history and cache.

  • Download a clean, new copy of the Excel utility.

  • Perform a fresh entry or import your data again into this new file.

  • Re-validate and regenerate the JSON file from this new utility.

Summary: The "Invalid hash value" error usually means the file was tampered with or generated using an outdated system configuration. To fix it, install the .NET Framework 3.5, ensure you are using the latest official ITR utility from the e-Filing portal, and do not manually edit the resulting JSON file.
