Itr 4 upload availability for ay 2015-16

I am also trying to file my income tax and cannot find ITR 4 in the downloads section this year.

I earn money from websites and sort of a freelancer without any proprietiship and so, I have always filed it under ITR 4 all these years as it suited me best. I also know it well to fill it correctly. But I see ITR 4S and other forms which do not make any sense as they need TAN number etc. which are not applicable in my case.

Normally I like to file my ITR in the end of June or beginning of July and I always find the ITR 4 excel utility at that time. But it is nearly the end of July now and I cannot find ITR 4 download link in the income tax efiling website. So, will it be uploaded and if so when.

In case it won't be uploaded, what is the other way out for me. I tried downloading a few other ITR 4S etc. forms and they are very confusing too. Please help. Normally a lot of ITR forms are available for download every year and it is perhaps the first time that there are hardly a couple of forms available for download in the website.
