ITC utilisation - igst

IGST input can first be utilised either for chat output or sgst output, right?

Client cgst ITC got accumulated but there is nil sgst ITC. client have been utilising ITC for cgst payment.

now, we can utilise that igst ITC for sgst payment and utilise cgst ITC for cgst payment... ??
