ITC declaration in 3cb-3cd

please guide me if input tax credit details like opening Balance ,credit availed and utilized during the year are required to be filled in tax audit report for financial year 19-20 or there is any relief given till 31.03.2021

And in Past means in earlier years also there was no Exemptions / relief.
Gst purchase input tax credit details are not relaxed?
Clause 44 of Form 3CD "Break-up of total expenditure of entities registered or not registered under the GST is relaxed till 31st March, 2021..
