Can IT Return for AY 2012-13 be filed now i.e. before 31.03.2014? Can it be filed electronically? Can Refund be claimed in such Return?

Yes, AY 2012-13 return can be filed before 31.03.2014 !!! But as per law Rs. 5000/- penalty can be levied u/s 271F but its rare. As you are filing refund case, penalty is rarest of rare !!! File return elctronically & claim refund !!!
No penalty at all if there is a refund and if there is tax payble than interest will be charged .. nothing else ... I am filling many returns nw a days no such penalty is imposed ... So just file ur return and claim

Yes , It can be filed before 31.03.2014 and refund can be claimed, but Rs.5,000/- as penalty might be imposed.
