Can a private company can issue shares at two different prices per share to two different people (directors)

I think yes it can be done subject to the conditions laid in the articles,also not below the fair price of the shres.

you can issue at 100 if the fmv of shares is rs. 100 and for further issue of shares you need valuation report of registered valuer.
