can somebody please tell me whether a company can issue shares to a person if that person complains that he didnot received intimation of IPO of his company. can shares be issued later to him?

what do u mean by intimation of IPO ?
Once a person applied for IPO and didnt withdraw the application before the fixation of allotment- co can allot shares.
please say somethng mmore one how and what is the benefit of IPO
public is informed of the issue by way of advertisement in the newspapers as u must have seen.
The issue opens for a specific time and closes at a specified date.
during that time public subscribes for the issue.
after the closure of the issue shares for which application has not been made cant be allotted at a later stage.
