Issue of share
is every issue whether shares or debentures need to be listed on stock exchange and when reissue of forfeited shares is done ,is it necessary to do?

No, not at all. Issue of shares, debentures can be on a private placement basis also, that is there is no need for listing the same on the exchanges.
Private companies issue shares and debentures to their members and investors for raising capital, without going and getting these securities listed. There is no such requirement for getting the share listed on reissue of forfeited share also.
but there are restrictions on private placements too
