WHETHER E WAY BILL APPLICABLE OR NOT in case of goods value exceeded rs.50 thousand.

you have to raise invoice for movement of goods
Invoice would suffice.
further, in my opinion, for the above movement Ewaybill won't be applicable. You can cover your transaction under the exceptions given in Rule 138(14). Further Ewaybill is complete when you fill partB which is nothing but vehicle details. I don't think you will have that for such movement.

In my opinion the movement can be done under delivery challan and eway bill as both the plants are under same GST registration.
