Is VAT and Service Tax both applicable?

I am an Account Executive in Fire Protection System Company, Company is installation & Testing the Projects

I have a query that the SERVICE TAX is APPLICABLE on Govt. Projects OR NOT like, IFFCO, VIDHAN SABHA etc on our Sale invoice

Please help me
