Is that freght charge for supply of materials within jha

If we place Purchase order  on some supplier for procurement of some industrial goods within the same state say jharkhand , is there any ruling that freight charge should not be shown separately or in other words freight charges to be included in the basic price?

both Purchaser and the supplier are from the same state i.e Jharkhand.

I feel that freight to be shown separately so that VAT is not  charged on freight and in that case the total price will come down.

Please clarify  my doubt.
