Is test of hypothesis & time series r applicable for nov' 12

The Council has decided to exclude following topics effective from May, 2011 examination onwards.
(1) Time series forecasting
(2) Sampling and test of hypothesis
Accordingly following chapters are not relevant for examination.
Chapter 18-Testing of Hypothesis
Chapter 19-Time Series Analysis & Forecasting

But its not right for institute to include these chapters in Books published in Jan'12 and syllabus on ICAI' s website
